Five Use-Case Clusters
Defence Procurement merged into Sovereign Necessities — defence-energy resilience is a specialised sovereign-supply-chain logic with the same driver (national security), customer (government), funding (procurement appropriation), and margin (cost-plus + reliability premium).

CM-0 is a template. NZ instance is calibrated and back-tested. UNIV = universal logic (no per-country instance needed). Only 6 of 18 cores need re-instantiation per jurisdiction.
